Constituion amendment bill registered in Parliament

Recentfusion.com–Pokhara: The government has registered a constitution amendment bill in Parliament Secretariat today.

Earlier, the Council of Ministers passed its draft. The Cabinet meeting was organized at the Prime Minister’s official residence in Baluwatar.

The bill proposes to amend especially four major issues related to provincial boundaries, recognition of languages, citizenship and representation in the national assembly in existing constitution of Nepal.The bill registered as per the Aricle 296 of Nepal’s Constitution would mature after five days of registration.

The bill was brought by ruling CPN-MC and Nepali Congress party claiming that the amendment would address the Federal Alliance. The main opposition CPN-UML, which is second largest party in Parliament has criticized the bill registered as a 2nd amendment to the existing constitution.

The bill covers recognition of all mother tongues, naturalized citizenship, provincial representation in the national assembly and demarcation of federal units.

As per the bill, the constitution will include all the mother tongues in the schedule of the constitution, on the recommendation of the Language Commission.

In citizenship side, a woman married to a Nepali citizen male can acquire the naturalized citizenship by marriage as per the federal rule, after starting action to abandon the citizenship of her nation.

Likewise, the third issue relating to representation to the National Assembly includes amendment to now ensure representation of three including a woman, a dalit and a person with disability from every province to the Assembly. This will take the total representatives from the seven provinces to 21.

The remaining 35 are allocated seats based on the proportion to the population of the concerned province. Of the 35 members, 14 will have to be women, as provided by the federal law, the Minister said.

As per the proposed amendment, the number of women represented to the National Assembly depends on the population of women in the particular province.

The fourth issue covered in the amendment proposal is related to the delineation of federal units. To work it out, the Schedule 4 of the new constitution is amended.

Similarly, changes have been made in the delineation of province no 4 and 5, according to which the eastern part of Bardaghat in Nawalparashi and the eastern part of Rukum are in province no 4 unlike in the former structure.

Likewise, West of Bardaghat in Nawalparashi, Rupandehi, Kapilvastu, Dang, Banke and Bardia are in province no 5. Picture: Onlinekhabar.com
