According to him, there is no constitution of fully accepted in the world and to seek such acceptance is a kind of hypocrisy. He accused Prime Minister Pushpa Kamal Dahal of being stimulated by foreign forces. “PM wants to split Tarai and hills in the amendment bill,” Pokherel said- splinting Province Number II was also a wrong decision.

He further added that if the government feels odd to withdraw the amendment bill, there is an option of making the bill inactive. Pokharel also said that there is no alternative of consensus among the major political parties like CPN-UML, Nepali Congress and CPN-MC.

CPN-UML secretary Yogesh Bhattarai also said that the amendment bill was unconstitutional. He added that there is no provision of amending the provincial boundaries in the constitution. He challenged the government to amend the article 274 that speaks about the provision of boundary amendment.
